Acceptance of Students:
At the end of each academic year, the Higher Council of Universities, upon the recommendation of university councils and after consulting various college councils, determines the number of students from the Arab Republic of Egypt to be admitted to each college or institute for the following academic year, among those who have obtained the General Secondary Certificate or its equivalent. Taking into account the admission requirements of each college, the Higher Council of Universities specifies the number of students to be admitted from outside the Arab Republic of Egypt. Their acceptance is authorized by the Minister of Higher Education, and their transfer and enrollment are authorized by him. In all cases, the number of admitted or transferred students in each college does not exceed 10% of the number of students admitted from the Arab Republic of Egypt.
For a student to be enrolled in the university to obtain a bachelor's degree:
They must hold a General Secondary Education Certificate or its equivalent, and admission is based on the order of success, taking into account geographical distribution as determined by the Higher Council of Universities and university and college councils.
They must provide a medical examination proving they are free from contagious diseases and fit to pursue studies, according to the rules set by the Higher Council of Universities and college councils.
They must have a good reputation.
A student is not allowed to enroll in more than one college simultaneously.
Students who have obtained a bachelor's degree or its equivalent may be admitted to other departments or branches within the same college, according to the conditions stipulated in the colleges' internal regulations.
Enrollment of Students:
A student is enrolled in the college based on an application submitted before the start of classes, and enrollment after that is only allowed with the permission of the college council within the limits of the rules set by the university council. The student is enrolled in the college after completing their documents and paying the required fees. A file is created for each student containing relevant documents, especially those submitted for enrollment.
Transfer and Enrollment Transfer:
Transfer is only allowed between corresponding colleges, and transfer between non-corresponding colleges is permitted on the condition that the total cumulative score obtained by the student is equal to the minimum admission requirement of the college to which they are transferring, in the year they obtained their General Secondary Certificate.
Suspension of Enrollment and Excuses for Medical Conditions and Cases of Enrollment Suspension:
A request for excusal from taking an exam must be submitted before or during the exam, or within two days at most from the date of its completion. No requests submitted after this date will be considered. The request must be submitted in the name of the college dean and deposited either by hand in the college archives or sent to the college by registered mail with acknowledgment of receipt. No requests submitted by any other means will be considered.
As soon as the request reaches the college's student affairs, the student is notified to proceed to the university's medical administration. On the same day, the medical administration is informed.
If the illness occurs during the exam, the student is immediately examined by a designated physician on the examination committee, and a medical report is written. This must be approved by the head of the medical committee.
Excusal from not taking the exam cannot be repeated in the same session except for emergencies.
Special examination committees for illness are not allowed except at the college headquarters.
The number of excusals for not taking the exam due to illness should not exceed twice during the study years. A third time can be added by a decision of the College of Education and Student Affairs delegated by the university council.
Cases of Enrollment Suspension:
Conscription for military service or summoning.
Accompanying a spouse to work abroad.
Prolonged illness requiring treatment for a school year or more.
Cases of child care and care, for married female students.
Student imprisonment for execution of punishment, precautionary measures, or arrest.
Delay in the acceptance of students in university colleges and the delayed arrival of students coming from their countries for compelling reasons.
